Understanding The Responsibility Overview

When it comes to complex pallet racking projects, assigning the right responsibilities is crucial to ensuring smooth execution from start to finish. Below, we break down the responsibilities across key phases of a project, detailing who is responsible for each, allowing for a seamless workflow and the highest quality outcomes.

Appendix XX provides an explanation of the responsibilities listed in the table above and what is involved in each project phase. Should the client or a third party choose to manage any of the following phases, they must adhere to the responsibilities outlined in the appendix. NB: reassigning a task back to Cam Industrial after the proposal has been agreed to will result in a change order and possible financial impact.
 

What Each Phase Involves
Design 

Purpose: To provide system details and drawings to be utilized for review, approval and instruction in engineering, fabrication, construction, permitting, and operations. 

Responsibilities: 
 
  • All Drawings Must Include:
    • Drawings to scale with sufficient detail to achieve the purpose above.
    • A plan view(s)
    • Elevation view(s) for all bay types
    • Building references for positioning
    • Load dimensions and values
    • Egress path and measurements
    • Latest code and standard references
  •  Construction Details

      • Hardware specifications
      • Installation tolerances
      • Fabrication tolerances
      • Tightening or torque requirements

Engineering                                                                                                                                                                                                          

Purpose: To ensure structural integrity, safety compliance, and adherence to relevant codes and standards 

Ensure all relevant codes and standards are met:

  • Occupational Health & Safety (OH&S)
  • Canadian Standards Association (CSA) 
  • National Building Code of Canada (NBC) 
  • Provincial building codes 
  • Municipal regulations 

Construction has been accurately and properly executed

Fire Letter 

Purpose: To ensure the fire suppression system is adequate, based on racking structure design and commodities being stored within it. An engineer stamped letter is typically required to be submitted with pallet racking permit application. 
Responsibilities:

  • Engineer review of the building, rack structure, fire suppression system, and commodities being stored to ensure adequacy and adherence to the National Fire Code of Canada
  • Requirement under the National Fire Protection Association (NFPA)
  • Engineer stamped letter required for permitting 
  • Engineering stamped hydraulic calculation
    •  

Required submissions to fire engineer for review and calculations            

  • Rack structure as noted in the design section 
  • Commodity survey (fire suppression questionnaire) 
  • Fire Suppression specifications, drawings and calculations 
  • Building key plan 
  • Other as required

Slab Letter

Purpose: To ensure the foundation or slab is adequate for the post loads and load combinations generated by the racking structure    Responsibilities:

  • Engineering review of the slab, or alternate foundation, to ensure adequacy according to the building codes and CSA standards 
  • Engineer stamped letter required for permitting 
  • Required submissions to structural engineer for review and calculations
    • Structural slab or alternate foundation drawings 
    • Racking drawings as noted in design section 
    • Post load information 
    • Geotechnical information

*If structural drawings are not available for the slab, the design can be determined through coring and/or floor scan*


Site Verification 

Purpose: To ensure the accuracy of site drawings and measurements provided by the client for design, prior to finalizing drawings and connections of the racking structure. 

  1. Measurements: 
  • Distance between columns 
  • Column dimensions 
  • Column tapers
  •  Alignment
  • Bracing Locations 
  • Door and exit locations 
2. Identify Obstacles 
  • Overhead 
  • Wall or column mounted utilities 
  • Electrical 
  • Fire (hose, pull stations, etc.) 
  • Roof drains 
3. Slab Condition
  • Cracks or other defects 
  • Levelness 
  • Floor Drains 
4. In-Floor Utilities 
In floor heating 
  • Electrical 
  • Other 
5. Site Services 
Power Lighting, toilets, lunchroom 
Dock and Door access/unloading 
 

Permit Management 

Purpose: Facilitate and manage the permit process where the local municipality in Canada requires a permit for new, relocated, or modified pallet racking structures. 
Responsibilities: 

Obtain all necessary documentation according to municipal requirements such as:

  • Stamped drawings
  • Stamped fire letter
  • Stamped slab letter
  • Building code schedules 
  • other per municipality 
Complete and submit application and payment of fees 
  • Application fee
  • Permit Fee
 

Follow up with municipality

  • Obtain permit
  • Post permit to site 

Close Permit

  • Arrange for Schedule C
  • Address Deficiencies 
  • Arrange for inspection by municipality 

Procurement 

Purpose: To source materials to meet project specifications, regulations and timelines. 
Responsibilities:

Sourcing    

  • List required materials and specifications 
  • Source suppliers/vendors 
  • Request quotes, negotiate pricing, and finalize purchase orders 
  • Find materials and equipment that adhere to project specifications 
  • Include spare parts as required 
  • Define warranty period, terms and any claims 

Logistics  

  • Vendor communications 
  • Production planning & follow up to facilitate construction schedule 
  • Coordinate delivery schedules 
  • Quality assurance & control 
  • Specify bundling, dunnage and protection for shipping

Existing & Used Materials 

 Purpose: To provide existing or used components and materials for use within a new racking structure                                                        

 Responsibilities: Inspect materials to ensure safety, compatibility and adequacy for use

*For used pallet racking, requirements are outlined in the CSA AS44-24 User Guide for Steel Storage Racks under Clause 5.1.1*

 Transportation 

Purpose: To transport materials and equipment from suppliers/vendors to the project site safely and efficiently 
Responsibilities:

Coordinate transport logistics  

  • Select suitable transport, modes and routes 
  • Ensure loads are adequately packaged and protected for transport 
  • Ensure materials are securely loaded onto transport vehicles 
  • Communicate to transport details to vendors and job sites 

 Manage Logistics

  • Arrange pickup, transport, and delivery 
  • Schedule resources for loading and unloading 
  • Track and expedite deliveries 
  • Ensure proper documentation for importation 
  • Notify of any delays so crews can be rescheduled 
Ensure Insurance Coverage 
  • Verify adequate material transport coverage 
  • File insurance claims when necessary 
 
Procure Transportation Services 
  • Issue purchase orders with carrier instructions 
  • Manage invoicing and additional costs 
  • Process payments 
Handle Freight Claims 
  • Obtain receiving report 
  • Ensure shipments are inspected for damaged (BOL to identify obvious and concealed damages) 
  • Submit claims for missing or damaged materials 
  • Arrange replacements or remediation as needed
 

Unloading & Staging

Purpose: To safely and efficiently unload materials and equipment upon arrival at the project site 
Responsibilities:

Pre-Receiving Coordination:                                                                                                                                                                  Coordinate with transport team                                                                                                                                                                  Prepare receiving/staging area- safe and accessible                                                                                                                                Ensure compatible equipment facilities for unloading such as:

  • Trailer, flat- deck, sea container 
  • Indoor vs outdoor unloading
  • Load weights
  • Load dimensions 
  • Protection during staging 

Receiving

Purpose: To verify the materials being received accurately match the details of the Bill of Lading and Packing Lists provided by the transportation provider. 
Responsibilities:
  • Verify material quantities and description against BOL and packing list 
  • Document shortages or overages 
  • Inspect & document obvious and potentially concealed damages 
  • Take photos of materials 
  • Submit & file receiving documents 

 Installation 

PurposeTo install pallet racking systems at the project site according to approved design and specifications. 

Responsibilities:

  • Prioritize safety 
  • Review approved design drawings and specifications for installation requirements. 
  • Prepare site for installation, including layout and assembly of components. 
  • Install pallet racking components according to manufacturer guidelines, engineered design and industry standards. 
  • Ensure level, plumb, square, and anchoring of racking system. 
  • Conduct quality inspections during and after installation to verify compliance.  
  • Prepare a “punch list” of deficiencies to be remedied  
  • Identify discrepancies between design and installation, i.e. as-built  

Site Services 

Purpose: To install pallet racking systems at the project site according to approved design and specifications. 

Responsibilities: Provide necessary site services as required such as:

  • Power 
  • Lighting 
  • Waste management 
  • Lunchroom 
  • Toilettes 

 As-Built Notations

PurposeTo ensure final drawings accurately represent the actual as-built condition(s). 

Responsibilities: 

Document deviations or discrepancies from IFC drawings 
Verify compliance with regulatory requirements 
Photographic documentation of the completed installation 
Update drawings as required.  

 

Capacity Signage 

PurposeTo provide visual instructions regarding the capacities and safe operation of the system.  

Responsibilities: 

  • Maximum load capacities 
  • Storage levels / elevations 

Labeling 

PurposeTo provide identification of aisle/ row/ bin locations 

Responsibilities: 

  • Clear, prominent lettering. 
  • Consistent labeling scheme. 
  • High-visibility and readability  
  • Materials suitable for the environment  
 

Ongoing Inspection

PurposeEnsure that inspections are conducted to meet regulatory requirements and client risk tolerances. * 

Responsibilities: 

Perform regular internal inspections 
Utilize “Qualified Person” to perform expert inspections.  
Detail necessary corrective actions 
Record remediation efforts 

  • Documentation: 
  • Inspection report 
  • Damages 
  • Deficiencies 
  • Operational concerns 

*(CSA) A344-24 User Guide for Steel Storage Racks recommends monthly internal inspections and annual expert inspections 

Maintenance & Repair: 

Purpose: To ensure the continued structural integrity, functionality and safety of the racking structure, mitigate liability, and meet regulatory requirements                                                                                                                                                                       Repairs, Replacements, Reconfigurations

 Purpose: To ensure proper installation and maintenance of electrical components within or associated with the system.                       Responsibilities:

  • Regular inspection to prevent
